O R D E R :-

 

  1. In the G.O. 1st read above, orders were issued allotting 50% of the net from the Beedi Leaf Collection of Vana Samrakshana Samithies and the net revenue for each Vana Samrakshana Samithies will be computed by the concerned Divisional Forest Officers by deducting the expenditure incurred by the Forest Department and the A.P. Forest Development Corporation Limited from the gross revenue obtained from the collection of Beedi Leaf recorded in Form-IA and 50% of the net revenue shall be earmarked for Vana Samrakshana Samithies.

 

  1. The Prl. Chief Conservator of Forests, Andhra Pradesh, Hyderabad through the reference 2nd read above has requested that in some of the units of Vana Samrakshana Samithies members are not getting any benefit since the Beedi Leaf is of poor quality and the revenue being obtained from such Beedi Leaf collected is lower than the Beedi Leaf  collection in Vana Samrakshana Samithi areas, where the quality of the leaf is better. He has further reported that there is no difference in collection rates of Beedi Leaf irrespective of the quality of the leaf collected. For the same expenditure for standard bag some Vana Samrakshana Samithi units are getting good share of revenue where as some units where leaf is poor are not getting any benefits.

 

  1.  The Prl. CCF has proposed to charge proportionally less expenditure only on interest on bank loan, Guarantor Commission paid by A.P. Forest Development Corporation Limited to the Government and exgratia paid to Forest Sub-Ordinates from the expenditure of A.P. Forest Development Corporation Ltd., in order to provide encentive to such units, with poor quality leaf and which are nto getting any benefits.Expenditure on collection curing, grading, transportation and storage etc. Incurred as actual on Beedi Leaf collection of such units shall not be reduced. The Prl. CCF, has also reported that the said proposal will help as an incentive to such Vana Samrakshana Samithie members, where the quality of the leaf is poor due to degraded nature of forests and also will help in the improvement of the quality of forest by the Vana Samrakshana Samithies members and requested to permit the above adjustment as it will not involve any additional expenditure on Government and will be as per the spirit of the Government Orders issued vide G.O. 1st read above and also permit such adjustments in future, wherever necessary in sharing of revenue by Vana Samrakshana Samithies involved in Beedi Leaf Collection.

 

  1. Government after careful examination of the proposal of the Prl. CCF Conservator of Forests, send through the reference 2nd read above is hereby agrees initially for this proposal for three (3) Beedi Leaf seasons i.e. 1999, 2000 and 2001 Beedi Leaf seasons and the position will be reviewed thereafter.

 

  1. The Prl. CCF, Andhra Pradesh, Hyderabad is requested to take action accordingly.
